Strange Cart Entrie
Hi,
Recently went and put a dummy entry through my live bookwhen
site in order to check PayPal was working. When I go to the cart
page I was confronted with a screen with numerous test entries made
by me on previous occasions when developing the book when
capability. What is strange about this is the fact that the course
I tried to book had all previous bookings deleted so no record
should exist of previous dummy entries and requests for payments
should not occur

Don't worry - it's working as intended. It's a bit confusing perhaps though. The issue has been raised before and is something that will be made better in due course. This functionality allows for people to make multiple bookings and then pay in one transaction.
On your private booking page for a specific booking, you are logged in as the user uniquely determined by the email address you used. The 'Payment' tab then shows ALL outstanding payments on bookings made by you, not just bookings on this course. If the event organiser has marked you as paid on the attendance list, then the outstanding debt will not be shown.
I'll double check your specific example to make sure nothing untoward is happening and let you know if it is.
